Subject: Congress Must Finalize Housing Legislation Now

Message:

The U.S. is facing a record shortage of affordable homes, especially starter homes, which is driving up housing costs and pushing the dream of homeownership out of reach. As your constituent and a supporter of Habitat for Humanity, I applaud Congress’s growing focus on solutions to our nation’s housing crisis, but it's time to get a robust, bipartisan housing package across the finish line. With the House’s recent passage of the amended version of the Senate’s 21st Century ROAD to Housing Act, I urge you to support efforts to finalize a bipartisan housing package soon that includes the following priority provisions, all of which were included in both Senate and House versions: -HOME Investment Partnerships Reform & Reauthorization Habitat affiliates utilize HOME funds to build, rehabilitate, and repair affordable homes across the country. This section includes one of the most important provisions to the Habitat network from the Housing for the 21st Century Act, language that ensure Community Development Corporations, like Habitat affiliates, can continue to utilize HOME. -Whole Home Repairs Act Helps preserve our nation’s existing housing stock and enables low-income homeowners to stay in their homes through critical home repairs. Habitat believes the most affordable home you can have is the one you currently own. -Addition of Affordable Housing Construction as an Eligible Activity for CDBG Habitat affiliates frequently use CDBG for repairs and infrastructure. However, expanding eligibility to include new construction would significantly increase our ability to add affordable homes. -Unlocking Housing Through Streamlined and Modernized Review Act Unnecessary administrative burdens add time and cost to housing construction. This provision would reduce the degree of environmental review required for various low-impact housing activities while preserving overall environmental protections. -Grants for Planning and Implementation Associated with Affordable Housing Would help equip more localities to implement housing plans and regulatory reforms needed to build and preserve more affordable homes. -Innovation Fund Would help more communities reduce land use and other regulatory barriers to unlock the development of affordable homes. -Rural Housing Service Reform Act Would modernize USDA’s housing programs to improve access to homeownership. We also support the Reforming Disaster Recovery Act. Habitat is often engaged in long-term recovery following a natural disaster, this bill would permanently authorize the program. Unfortunately, this provision was not included in the House amended version. We hope it will be included in a final package. Please urge Senate leadership to bring forward and advance a comprehensive, bipartisan housing package that includes these provisions as quickly as possible that will be sent to the President for signature. By investing in affordable homeownership, we can strengthen communities and boost our economy.
