Help ensure Congress provides robust funding for programs that expand affordable homeownership opportunities nationwide. While Congress has begun work on fiscal year 2027 appropriations, progress has slowed and key funding decisions remain ahead. Now is a critical moment to demonstrate strong, unified support for affordable housing programs like HUD’s SHOP, HOME and Section 4 programs, USDA’s Section 502 Direct, and the AmeriCorps agency. Message:

I am writing as your constituent and a supporter of Habitat for Humanity to urge you to actively advance FY2027 appropriations and provide robust funding for Habitat’s priority housing programs to help increase the supply of homeownership units nationwide.   As such, I ask that you ensure the following programs receive strong funding in FY2027: - Fund the HOME Investment Partnerships Program (HOME) at no less than $1.5 billion in the T-HUD bill. - Fund the Self-Help Homeownership Opportunity Program (SHOP) at no less than $20 million in the T-HUD bill. - Fund the Section 4 Capacity Building Program at no less than $50 million in the T-HUD bill. - Fund the Section 502 Direct Homeownership Loan program at no less than $1.26 billion in the USDA bill. - Fund the Community Development Financial Institution (CDFI) Fund at no less than $324 million in the FSGG bill. - Fund AmeriCorps at no less than $1.291 billion in the Labor-HHS bill. At a time when Congress’s appropriations work has slowed, it is essential that affordable housing and community development programs remain a priority and are not left behind as funding negotiations continue. The demand for homes that are both affordable and safe far surpasses what is currently available. The U.S. is facing a record shortage of affordable starter homes, which is driving up housing costs, limiting access to job markets with economic opportunities, holding back local economies, exacerbating the wealth gap, and pushing the dream of homeownership out of reach for hard-working families nationwide. Therefore, Congress should not allow delays in the appropriations process to undermine investments that help address the nation’s housing affordability challenges. We urge you to continue working on FY2027 as the end of the fiscal year approaches and to support a strong federal investment in affordable housing programs as listed above. These widely used, bipartisan programs are critical tools that many Habitat organizations rely on to expand housing supply and advance affordable homeownership in communities nationwide.
