As your constituent and a Habitat for Humanity supporter, I urge you to prioritize policies that support investments for affordable homeownership. Safe, decent and affordable homes provide the physical foundation for success in nearly every aspect of our lives. Homes are essential to our health, our ability to learn as children, our ability to prosper as adults, and our ability to age with dignity. The U.S. is facing a record shortage of starter homes, which is driving up housing costs and pushing the dream of homeownership out of reach for hard-working families nationwide. This is a dire situation for low-income families because no investment is as beneficial as homeownership for wealth building. And when families become homeowners and retain their homes it enhances family stability, supports children's education, promotes wellbeing and contributes positively to the overall economy. To accomplish this goal, I strongly encourage you to support the following priorities: 1.	Support tax provisions that support homeownership activities, specifically: - Cosponsor the bipartisan New Markets Tax Credit Extension Act of 2025 (S.479) that would make NMTC permanent. - Cosponsor the bipartisan Neighborhood Homes Investment Act (S.1686), legislation that would revitalize distressed neighborhoods by using federal tax credits to mobilize investment to build and rehabilitate homes for low- and moderate-income homeowners. - Ensure these provisions are included in any tax package. 2.	Support robust funding in fiscal year 2026 for critical housing programs that support homeownership activities. These include programs such as: - HUD’s Self Help Homeownership Opportunity Program, Section 4 Capacity Building Program, HOME Investment Partnerships Program, and Community Development Block Grant Program - USDA’s 502 Direct Loan Program - The Community Development Financial Institution Fund - AmeriCorps I appreciate your support and partnership. I urge you to ensure that the following provisions remain in the final bill passed by Congress: •	Makes the New Markets Tax Credit permanent, which expires at the end of 2025. - The New Markets Tax Credit is a critical tool for businesses and community facilities in low-income and economically distressed communities nationwide. - Organizations like Habitat for Humanity utilize NMTC to create homeownership units resulting in increased supply. •	Increases the charitable deduction for non-itemizers. - This change would encourage donations to charitable organizations, especially at a time when nonprofits are experiencing a growing demand for their services, yet costs continue to rise. These provisions are critical to Habitat for Humanity’s work to increase the supply of starter homes for hard working families. As negotiations move forward around the bill, we urge your office to provide continued support for these provisions that are critical to Habitat for Humanity.
