As your constituent and a Habitat for Humanity supporter, I was grateful to see energy-related housing measures included in the Inflation Reduction Act. As important as these investments are, Congress needs to go much further to address housing affordability and invest more directly in expanding housing supply for low-income households. Housing affordability remains a top concern for families nationwide. The demand for affordable, safe, and healthy homes far outweighs the available supply, causing many families to face extremely difficult choices. Habitat believes low-income families deserve the opportunity to own a home and build wealth. If we want to close our nation’s stark racial wealth gap, homeownership must be made accessible to communities of color long disadvantaged by housing discrimination. More affordable homes must be produced, not only to bring down housing costs within reach for families, but also to lower overall inflation. Housing costs make up a third of the Consumer Price Index – the metric used to measure inflation. Therefore, Congress must prioritize policies and support a strong federal investment that will increase the number of affordable homeownership units. To accomplish this goal, I strongly encourage you to co-sponsor the following measures: 1. The Neighborhood Homes Tax Credit (S. 98/H.R. 2143), legislation that would revitalize distressed neighborhoods by using federal income tax credits to mobilize private investment to build and rehabilitate homes for low- and moderate-income homeowners. 2. The Restoring Communities Left Behind Act (S. 2300/H.R. 816), legislation that would establish a competitive grant program administered by HUD to support various housing and neighborhood revitalization activities in distressed neighborhoods. 3. The Housing Supply & Affordability Act (S. 902/H.R. 2126), legislation that would create a new grant program that would provide funding to help localities develop and implement land use and zoning reforms that increase housing affordability. These are key priorities for Habitat’s Cost of Home campaign, which is working to improve home affordability for 10 million people over five years. As your constituent and a Habitat for Humanity supporter, I urge you to prioritize policies that support investments for affordable homeownership. Secure, decent, and affordable homes provide the physical foundation for success in nearly every aspect of our lives. Homes are essential to our health, our ability to learn as children, our ability to prosper as adults, and our ability to age with dignity. Housing affordability remains a top concern for families nationwide. However, our country has a major shortage of decent, affordable homes. Overall production has trailed demand for 11 consecutive years, leading to a cumulative shortfall of 3.8 million housing units, for sale as well as rental. More affordable homes must be produced, not only to bring down housing costs within reach for families, but also to lower overall inflation. Housing costs make up a third of the Consumer Price Index – the metric used to measure inflation. Therefore, Congress must prioritize policies and support a strong federal investment that will increase the number of affordable homeownership units. To accomplish this goal, I strongly encourage you to support and cosponsor: 1. The Neighborhood Homes Tax Credit (H.R. 2143/S. 98), legislation that would revitalize distressed neighborhoods by using federal income tax credits to mobilize private investment to build and rehabilitate homes for low- and moderate-income homeowners. 2. Restoring Communities Left Behind Act (H.R. 816/S.2300), legislation that would create a competitive program at HUD that would offer grants to nonprofits to carry out community-led civic infrastructure projects and create or preserve affordable housing. By investing in our nation’s affordable homeownership supply, we can protect our health, create jobs, fortify our communities and provide on-ramps to economic recovery for all of us.
