Introduced by Sens. Rob Portman (R-OH) and Ben Cardin (D-MD) and Reps. Brian Higgins (D-NY) and Mike Kelly (R-PA), the Neighborhood Homes Investment Act would support the revitalization of distressed neighborhoods by using federal income tax credits to spur investments for building and substantially rehabilitating homes for moderate- and middle-income homeowners. This bipartisan bill is a top federal policy priority of the Cost of Home campaign, as it works to ensure access to and development of communities of opportunity.
