This week, I’m joining Habitat for Humanity supporters nationwide for the 2025 Carter Work Project Rural Rally to spotlight the urgent need for affordable homeownership solutions in rural America. Nearly a quarter of Americans live in rural communities, including essential workers, farmers, veterans and small business owners. These areas fuel our nation’s economy and yet rising costs and a shortage of starter homes are putting homeownership out of reach for too many families. As your constituent and a Habitat for Humanity supporter, I urge you to support bipartisan solutions that expand access to affordable homes. With the Senate’s recent passage of the ROAD to Housing Act (S.2651), momentum is growing towards action through a bipartisan housing package. As the House of Representatives begins to prepare its housing priorities in advance of a possible hearing and markup this fall, please support the following proposals that will expand affordable homeownership opportunities in our district and in communities across the country:   - Rural Housing Service Reform Act (H.R. 4957): Modernizes USDA housing programs to improve access to homeownership. Introduced by Reps. Nunn (R-IA) and Cleaver (D-MO). - Whole-Home Repairs Act: Helps low-income homeowners make critical home repairs and preserve existing housing stock. - Unlocking Housing Through Streamlined and Modernized Review Act (H.R. 4660): Reduces unnecessary environmental review delays for low-impact housing projects. Introduced by Reps. Flood (R-NE) and Liccardo (D-CA). Finally, as Congress works to finalize the FY2026 budget, I urge you to ensure robust funding for critical housing programs at the U.S. Department of Agriculture and the U.S. Department of Housing and Urban Development, including funding the Section 502 direct loan program at no less than 1$ billion, so rural families aren’t left behind in today’s housing crisis. Affordable homeownership strengthens families, communities and local economies. I urge you to act now to make it a reality for more Americans in rural communities and beyond. As your constituent and a Habitat for Humanity supporter, I want to thank the Senate for passing the ROAD to Housing Act of 2025. This bipartisan effort is a meaningful step forward for housing, but more must be done to ensure rural families have access to safe, affordable homes. I urge you to work with your colleagues to swiftly pass final FY2026 appropriations bills that provide robust funding for Habitat’s priority housing programs to ensure rural families aren’t left behind in today’s housing crisis.   As such, I ask that you ensure the following programs receive robust funding in FY2026: - Fund the USDA Section 502 Direct Loan Program at no less than $1 billion in the Ag-FDA bill.  We were grateful to see the Senate bill propose this funding level for FY2026. - Fund the Self-Help Homeownership Opportunity Program (SHOP) at no less than $13 million in the T-HUD bill. We are grateful to see the Senate bill propose increased funding for the program, at $13 million. - Fund the HOME Investment Partnerships Program (HOME) at no less than $1.25 billion in the T-HUD bill.  We are grateful to see the Senate bill propose level funding. - Fund the Section 4 Capacity Building Program at no less than $49 million in the T-HUD bill. We are grateful to see the Senate bill propose increased funding for the program, at $49 million. - Fund the Community Development Financial Institution (CDFI) Fund at no less than $324 million in the FSGG bill. We are still waiting for the Senate FSGG bill to be released.    - Fund AmeriCorps at no less than $1.262 billion in the Labor-HHS bill. We are grateful to see the Senate bill propose near level funding. Affordable homeownership strengthens families, communities and local economies. I urge you to act now to make it a reality for more Americans in rural communities and beyond. Thank you for your service. Sincerely,
