As your constituent, and a supporter of Habitat for Humanity, I urge you to join me in supporting Habitat's vision of a world where everyone has a decent place to live by supporting comprehensive legislation to address housing affordability and supporting robust funding for federal programs that support critical housing needs. There is a housing affordability crisis facing our nation. In the U.S. today, 1 in every 3 families are paying more than 30 percent of their income on housing costs--a level deemed "unaffordable"--and worse, 1 in every 6 families are paying half or more of their income on housing. This is unacceptable. Bold action is needed to address the increasing cost of housing and to support the residential needs of low-income individuals and families nationwide, which is why in 2019 Habitat for Humanity will launch a national advocacy campaign. This national advocacy campaign will improve home affordability for 10 million people by influencing policies and systems that will improve and promote resources for affordable home production, equitable access to land, inclusive access for credit and communities of opportunity. I ask that you please support comprehensive legislation that addresses the housing affordability crisis across the rental and homeownership spectrum. A number of federal programs support the critical housing needs of local communities in cost-effective, responsible, and demonstrated ways. Habitat relies on these effective public-private partnerships to support efforts to combat the national housing shortage crisis and to help families in desperate need of housing stability. I ask that you please support robust funding for the following federal housing programs in Fiscal Year 2020. -$15 million for the Self-Help Homeownership Opportunity Program (SHOP), which helps purchase home sites and develop or improve infrastructure needs, at the Department of Housing and Urban Development (HUD). -$1.5 billion for the HOME Investment Partnership Program (HOME), which provides grants to fund building, buying and rehabilitating affordable housing, at HUD. -$1.2 billion for the 502 Direct Loan Program, which benefits rural households to obtain homeownership, at US Department of Agriculture. -$1.1 billion for the Corporation for National and Community Service (CNCS), which oversees all national service programs including AmeriCorps, at the Department of Health and Human Services. Thank you for your consideration of support for comprehensive legislation that addresses the housing affordability crisis, and for strong funding for federal housing programs that have a proven track record to provide homeownership opportunities to first-time homebuyers, their ability to effectively revitalize neighborhoods, and their ability to provide much needed capacity to nonprofits to meet community needs.
